Public Safety Plan

Swift River Energy Limited shares the community’s concern for safety and security around the Bala Generating Station.

Swift River’s Public Safety Measures Plan follows the Canadian Dam Association technical bulletins for dam safety and public safety and has been created with the priority of the community's safety in mind.

We have been engaged the last 10 months developing the Public Safety Measures Plan, benefiting from community input and the cooperation of over 20 professionals to create and implement the safety plan,  including the Ministry of Natural Resources and Forestry, Ministry of Transportation, Ministry of the Environment, KGS Engineering (water power specialists), WSP (Canada's largest engineering firm and hydro specialists with over 48,000 employees and hundreds of hydro and renewable projects).

The safety plan has been published on our website for the public to access and review. Any questions or concerns can be directed to our email or phone.

Notice of Testing

Notice of Testing [pdf]

Swift River Energy Limited (SREL) is the builder, owner and operator of the Bala Generating Station. Starting as early as September 18, 2019 and continuing for up to 3 weeks, Swift River will be carrying out controlled and incremental testing of the power plant and prepare the facility for operations. Testing will be carried out from 7am - 6pm for 7 days a week during this period.

Members of the public and stakeholders can be assured that the testing procedures have been prepared by experts. Plans have been carefully developed with the Ministry of Natural Resources and Forestry and Ontario Power Generation. During testing, SREL will be coordinating with them several times a day. Daily variations in water flows will cause some fluctuation of water levels. However, the test program has been prepared to maintain water levels within the Best Management Zone as outlined in the Muskoka River Water Management Plan for various reservoirs from Lake Muskoka to Go Home Lake. The MNRF will continue to operate the Bala North and South Dam during this time.

During testing, the public is advised to exercise caution. SREL will be monitoring the vicinity of the Bala Generating Station and dams but the public is requested to assist by remaining clear of the area immediately adjacent to the station during this period.

For any questions or concerns or updates, please call, send us an email, or follow us on Twitter. We will endeavor to respond within 24 hours. In the case of an emergency, please call 911.

Park Plan - Open house, Bala ON

The public is invited to attend an informational open house at Bala Community Centre  at 1008 Maple Avenue, Bala on December 8, 2016 from 4:30 pm – 7:30 pm  to inspect the plans to restore Portage Landing in Bala.

At the open house you will have an opportunity to speak with representatives of Swift River Energy Limited, Township of Muskoka Lakes, and Stevens Burgess Architects

Welcome to Swift River Energy Limited’s new website for the North Bala Falls Small Hydro Project!  Here you will find news, drawings and next steps for the construction of the small power plant.

SREL is currently working towards completing the power plant building drawings for the submission of a building permit and completing power plant plans and specifications for submission to the Province of Ontario.  Both submissions are several weeks away.  We have also been busy working with TML staff, Council and consultants on a plan to mitigate construction impacts to traffic and Margaret Burgess Park.  The plan includes leasing land from TML to avoid using the park for construction staging.  TML Council will be considering the lease option soon (possibly at the November 13th Council meeting) and, depending on which option they  choose, a new accessible water front park located on the Portage Landing Lands could be in Bala’s future.

You can check out the proposed park Plans, which also include the power plant building's elevation drawings.

Did you know that the design committee who developed the plans for the hydro dam were made up of individuals in the community worked closely with SREL’s architect on the development of the building design?
